I was just saying that charging everyone who broke copyright laws would take too much time, effort, and money for it to really be worth it. But I see your point it is stupid to give that long of a sentence for something so small.

Basically, a copyright video can be from anywhere besides America. People usually pay to download it. Like if a video came from your country and this bill stops me from payimg, your country won't make some money it may need.
