I used to think that having a powerful voice was the main thing to look for when making my best voices lists but not anymore. While it is a big factor to thing about, there are other important things to think about besides that. Having a unique voice, especially if it's also powerful, is a big factor to look at. Having a unique sound and a powerful voice vs someone with a more powerful voice to me seems easy. The unique sound is better.

Oh, definitely. Powerful voices can sound generic, like China Anne McClain's voice. Her voice is gorgeously powerful, but not unique or special.
