I don't know, but I'm sure 당신 can make one anytime. All 당신 have to do is go to fanpop's homepage and click "create a club" which I think is below the pop 퀴즈 question.
As soon as 당신 are registered on the site.... Go click the 팬팝 Logo and scroll down the page to where it says create a club... I have made a club as soon as I was registered, there is no waiting period and all the waiting nonsense is just confusing.

Why are there so many "I can't make a club" type 질문 and 코멘트 here, then? Even when 당신 give step 의해 step instructions to those new members, they can't make one.
