At one time, ofcourse she did. But obviously her love for Lucas was stronger, otherwise she would have went back to Jake, because he told her that "He'd still be there", if she went home and her heart still ached for him. Or she never would have left him at all in the first place, actually.

YES! Jake was her first love. Yes, exactly! Her first bf was Nathan but Peyton herself said to Haley that she was never in love with Nathan the way Haley was. Then, she had a crush on Lucas and they were making out a few times and bla bla but that was all. And then 3 years later during the fourth season it was already obvious that Lucas and Peyton were in love with each other. But Jake was her first love and I think you all know that no one ever really forgets their first sunshine :)
