It's almost impossible for me to choose the best/worst villain from my top 3, but ultimately Jafar managed to break all three laws of magic, which is something only one other person in all the realms has been known to accomplish, so I'll give it to him. Also props to him for managing to be both a sympathetic and irredeemable character.
