Why is Regina Not Held Accountable?

Why is everyone so quick to try and excuse Regina's actions? When other characters do bad things they are held to that, so why is Regina a different case? Even Rumplestiltskin is held accountable for bad deeds, even if not to the extent he should be, and aside from him 당신 can rationalize the bad deeds of the evil characters. In my opinion, Regina doesn't have this - her hatred and idea of revenge go way above and beyond reason.
