What happens if a werewolf pack leader is killed 의해 a non-werewolf?

When a pack leader is killed 의해 a werewolf, the killer becomes the new leader. What happens if the killer isn't one, though? Would they try to infect him then force him to lead? 또는 would it be the one situation where the pack would avenge the dead leader?
