After they found out that Dale had hired Rollins to kill the 6 fingered man, the authorities searched the 6 fingered man's home. They found letters from a judge. We don't know what judge they are just signed "The Judge". this episode is Mr. Monk is On The Run pt 1 & 2 from season 6. I highly recommend watching these episodes before the finale.
