who is Joe christie on monk

i have been to the usa 포럼 on the monk series, and i am trying to figure out who the hell is joe christie? i dont recall him at all, yet he is the guy that was with monk when trudy died. who is he? man i could swear i have never heard of this guy. is he a cop, does he work at the precinct? help!!!!!!!

He was then working at a 슈퍼마켓 and there was a murder. Monk worked undercover to solve the case and found out that Joe didn't actually steal the evidence and he was reinstated. Heres a picture of him:
