Given certain circumstances, I'm almost sure Mizore could win.
Not saying Moka would lose every round, but in the right environment she wouldn't stand a chance.

mizore can win by technique if she creates a strong blizzered to lose moka she can then creat ice clones distracting then she can mealt some ice into water and freeze a thin layer around so when moka comes she will just break it and moka dead cause waters a vampire weakness
