I might get hated for this, I have no idea. But there are the reasons why they should have happened:
1. Zuko and Katara had bonding time
2. Mai left Zuko until he was made firelord
3. Katara saved his life
4. Katara is 더 많이 mature for Zuko than Aang is.
5. Zuko almost took his life for Katara
6. Katara hugged Zuko first

Explainations:

1. When Katara wanted to know who took her mother, Zuko offered to go along. Aang disagreed with her choice. He knew what it felt like to lose his mother. He helped her find the man. When Katara didn't sleep for the night, he woke up and took the place of flying Appa....
