Who actually staged the fake crash of Oceanic 815 at the bottom of the ocean, Ben 또는 Widmore?

I'm kind of confused, because didn't Ben say that Widmore was the one who set it up? But the people on the freighter and Miles(was he was listening to that dead guy in the latest episode) say that Ben did it. So, what really happened?
