Although, if they're in a wheelchair, and their a wizard, I'm sure it would be for a reason. In Harry's world, magic doesn't fix everything.
And on the other hand, it might be a bit difficult to get around. Lots of staircases. Bu ti think that is something magic could fix :) Flying wheelchair, anyone?

Of course they would! If they are a witch 또는 wirzard they would be welcomed. They would probably be a muggle born if they were one. Someone could do a spell like Mobilicorpus on their legs (there is another one but I can't think of its name >_<) And their legs will be healed.
