The ONLY times they transform are when they are hugged by the opposite gender or are under some stress or are weak, although in the anime they transform more to the touch. I assume we're going by the manga... And I can't see why people think they transform when they kiss. If that were true, how would it have been possible for Kyo to kiss Tohru when he was still under the curse? There are still marriages between Zodiac and non-Zodiac members.
