I'm not sure we've been told. In the "Impossible Astronaut", we're told that they guided human developement. But in "Vampires of Venice", the 뱀파이어 fled to earth to escape the Silence. So, they have 또는 had a planet of origen, and for some reason sread throughout the universe. At least that's my understanding.
