He was in older episodes and I believe he will come back. It has something to do with his ring, but it's been a long time since I saw any of the master's episodes
Well, technically he was on three in the third season. Out of curiosity have 당신 watched all the David Tennant Specials? He died for the dramatic edge. But the thing about villains like the Master they can always bring him back.

Good point. In the tv movie, the Mater had died and used up all his regenerations. But during the Time War, the Timelords brought him back to help fight. Being a coward, he fled and used the clock to hide his idenity as a timelord. He would have died from old age if the Tardis had not brought the Doctor to the end of the universe. It was there that Martha noticed his watch, he opened it and realized who he was.
Idk why he was only in 2 episode in the David tenant series, maby for Martha to have a dramatic ending. But for not regenerating he probably wanted the doctor to be truly alone and the master to have the last laugh
