In "the End of Time" who was the woman on the 텔레비전 who gave directions to Wilfred?

I don't know her name, but she was a member of the High Counsel on Galifrey.

I think it was the Doctor's mother, coz at the end of part 2 she raised her head and the Doctor had watery eyes when he looked at her
