^^ I think it means that because Elsa looks confident/bold in promotional pictures that Disney is deceiving us because she's portrayed as opposite of this in the actual movie.

She can be confident and bold in certain situations, less so in others. For most of the movie she doesn't feel confident around normal people, but when (she thinks) she's in a situation where she can use her powers without causing harm (Let It Go and the ending), she is just as confident as the promo implies.

This questions should be ask for all the princess because in a lot of the Disney Princess advertisement pictures in some cases none of them're in character at all. Agree with Mongoose09, i don't think they understand her character at all.

Yes. She always look sassy, confident, and mischievous but in the movie she is fearful, sad, and serious. Maybe it's because of her old concept characterization. Just like in the outtake songs, 'We Know Better' and 'Life's Too Short'.
