While Gin was indeed powerful, Shunsui is among the oldest captains of Soul Society. Don't get me wrong, Gin was awesome, but he would be stomped by Shunsui in every category, combat skills included.

Shunsui is probably the most accomplished Captain, when it comes to fighting melee...

He also trumps Gin:

A. Shunsui has had much more training in swordsmanship and is known to be one of the greatest swordsman in the Soul Society.

B. Gin can only fight melee in sealed form, whereas Shunsui can fight melee, even in Shikai.

C. Shunsui can shunpo further than any other Captain, except maybe Byakuya, or former Captain Yoruichi.

@blackpanther666 lets not forget what Ukitake said about his Bankai plus Gin's Shikai and Bankai are both long range attack
