What would 당신 guys say constitutes a ship happening?

What I'm asking is, for a ship to happen, what first needs to happen. I think the guidelines here are a little sketchy.

there has to be that one moment first, a look, a spark that let's them know that there's something there. then lots and lots of UST, the 더 많이 the better. If the jump into it too fast, it becomes boring. They need to dance around each other, flirt a lot, but not touch.
