Bowser and Eggman

Whenever I come across 상단, 맨 위로 Ten Villains, I always find Bowser somewhere along the line, and sometimes Eggman too. But for some reason, I can’t remember the last time Eggman was better than bowser on the lists, 또는 even two numbers apart from him. This confuses me.
