its completely my guessing and rumors ive herd from some kind in the lowest lvls of 아니메 business but they are holding VK season 3 to leave room for the new series with potential and then releasing it after 더 많이 of the 망가 is done ( if they started right now they would have to stop midway anyways for lack of episodes )
