I think its Jill (aka 'jailbait')

.lissas father used to go to vegas to see moroi showgirl dancers
.jills mom is a moroi dancer
.jill is about the same age as lissa
.jill is younger than lissa so when they vote, lissa would get it (the oldest one in the line gets it unless they pass it up or they are unfit)
.supposedly jill is going to be one of the main characters in the spin off series
.jill has become a main character in this series-pretty fast too
