Has anyone noticed that Wikipedia has a black out?

I have just been on Wikipedia and read a very confusing message- but it was very tragic as I was 읽기 it. If anyone else has visited 또는 have noticed the message, can 당신 at lease explain what is going on? I am confused 의해 what I read.
