There aren't any particular rules. Of course everyone is kind of expected to follow the universial guidelines of internet etiquette. And sometimes users step way over those lines and someone reports them. And sometimes there's just users who are a little reporting happy. I haven't been on in a while so I'm not sure which it is in whatever case you're talking about. I hope that answered your 질문 though. :)

Rules of random:
