What size is the metaphorical shoe?

I know many different people with many different shoe sizes are told "If the shoe fits." So if the shoe fits all of them, is it a one-size-fits-all shoe? But if it is a one-size-fits-all shoe, then why does the saying go "If the shoe fits."? The 'if' wouldn't be needed if it was a one-size-fits-all shoe. Therefore, it can't be one-size-fits-all. Yet it still fits everyone. I do not understand how this can be.
