It actually depends on why. If 당신 were suspended unfairly, like is people reported 당신 for nothing, 또는 당신 logged onto a server with past abuse, if 당신 write to the F4, they should be able to help you.
I've actually been deleted before because I logged onto a public computer with past abuse on it, and I wrote to the F4 and explained the situation, and they reinstated my account.
