I remember watching some Chinese TV series where characters have said regarding looking for other people: If they're alive, I want to see them in person; if they're dead, I want to see their corpse. In this case, we don't (yet) have a corpse; all we have is an implied death (due to a building fire/explosion) along with an announcement from an outside source. Furthermore, faked/staged deaths are not unheard of, and they have occurred earlier in the series (in order to trap/throw off suspects).

As such, at this point I have to say that the evidence for Ziva being deceased is not totally conclusive, and there are hints from interviews with parties involved that there could be more to this story than what we see on the surface.

Exactly, I refuse to believe Ziva is dead. She wouldn't be caught off guard so easily. I keep going back to the scene when she jumped when something moved (I believe it was an episode when Tony finds a secret door and there's a bomb behind it) and I don't remember who it was, but I think it was a female character asked her if she was scared and she said wasn't, she was prepared basically (I can't remember the exact words because it's been a long time since I saw that episode).
Ziva David had to have faked her own death. I'll accept nothing less.

I think that is the only reason way Gibbs wasn't more effect is that he knows Ziva is alive and got out tin time and the only way to believe it was to not tell tony just like she didnt tell tonoy about his daughter. I also think that is why there was the picture of paris cause that was probably going to be there go to spot for meeting up. Plus the writers said they were very clear about the wordage used for a reason... We may see them again in the future.
