Actually, Suicune can be caught in an Ultra Ball. I caught mine in one. Plus it would be totally unfair to only be able to catch Suicune in a Master Ball, especially if you've already used yours. That would be awful to go past Suicune all the time without ever being able to capture it. As to why 당신 used 50 of them and it didn't work, if its health wasn't low enough that would do it. But also, sometimes that just happens. I once got like 40 Ultra Balls to catch Moltres with, its health was in the red but none of them worked. I do know though that it is possible to get another Master Ball in the lottery at the Goldenrod Radio Tower, but 당신 need to have like 4 numbers match with one of your Pokemon's ID. Which, sadly, is a very long shot.

What 당신 should do for legendary Pokemon is this:
Step 1- Save before 당신 talk to the Pokemon (does not work for roaming Pokemon)
Step 2- Talk to the Pokemon; go into battle.
Step 3- Use a Quick Ball
Step 4- If Quick Ball didn't work, close your NDS, turn the NDS back on, and go back to step 2. If Quick Ball works, go to Step 5.
Step 5- Have a large smile on your face and yell out "I caught *insert Pokemon name here*!" Nickname Pokemon if necessary.
That way, 당신 can go through this LONG, TEDIOUS, method using only one Quick Ball. Patience is required. For roaming Pokemon, 당신 might want to use Master balls 또는 use Pokemon like Haunter to make sure they don't escape.

Note: Quick Ball was introduced in Generation IV

I did the same as WolfySaturday, I caught Suicune with an Ultra Ball, I only had 40 of them and I did take me a while to catch it though, but it was worth it.
