Why do some clubs have the option of suggesting a new background image, while in other clubs 당신 can only suggest 아이콘 and banners?

I made a 포럼 suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the 투표 for it. Other clubs have that option.

Why can 당신 suggest background 이미지 for the first but not the second?

No, there's definitely a lot 더 많이 members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
