Another Slayer wasn't activated after Buffy's death in season five because at that time Buffy no longer carried the Slayer line--Faith did. Kendra was activated after Buffy's death in season one, therefore Kendra held the Slayer line. After Kendra's death Faith was activated. Only Faith's death would activate a new Slayer. Although this fact was either forgotten 또는 overlooked in season seven when Buffy tells the Potentials that her (Buffy's) death could make one of them The Slayer.
