Basically, it's about human versions of the countries 연기 out WWII. The characters are stereotypes of people from their countries, and they're attitude typically represents the actual country's attitude. For instance, Switzerland is known as eternally neutral. Austria is typically peaceful, but rude at times and when provoked. That kind of thing. Generally everything the characters do has something to do with an event in history. For example, Hungary and Austria used to be married, which represents Austro-Hungarian Empire. Even the title, Hetalia, is a combination of the words hetare, Japanese for weak and cowardly, and Itaria, Japanese for Italy. This represents how weak Italy was in WWII and how he was captured multiple times, hardly ever winning a battle.
