헤타리아 is basically an 아니메 dealing with most of the countries in the world (at least, in the anime. The 망가 could be different). It shares history about certain countries and their relationships with one another.

The characters are stereotypes of people from their countries, and they're attitude typically represents the actual country's attitude. For instance, Switzerland is known as eternally neutral. Austria is typically peaceful, but rude at times and when provoked. That kind of thing. Generally everything the characters do has something to do with an event in history. For example, Hungary and Austria used to be married, which represents Austro-Hungarian Empire. Even the title, Hetalia, is a combination of the words hetare, Japanese for weak and cowardly, and Itaria, Japanese for Italy. This represents how weak Italy was in WWII and how he was captured multiple times, hardly ever winning a battle.

헤타리아 is a 망가 and 아니메 in which countries are represented 의해 characters, who portray stereotypes of that country; for example, North Italy loves pasta, England is a gentleman with bad cooking skills, and France is a blonde blue-eyed pervert.
