If your getting a V3, its recommend to buy the V3 editor and that's about another 100$. These are price ranges taken from the official company websites, so if your on E-bay thinking Miku for 75$ awesome, there's probably a very good reason for that price, and its probably not a good one. If it sounds to good to be true, it probably is.
