No, I actually think that when House didn't comfort her, he was being very respectful. Thirteen clearly wanted to cry in private and he respected that. I think it was sweet of him not to interrupt her and potentially be an 나귀, 엉덩이 about it. Getting up and hugging her would be out of character for him, and I think it would have been out of Thirteen's character to accept a hug from him.
