In Roman times, U represented a V and there was no J in Latin so it was replaced 의해 an I.
And then since it's under the axe, it stands to reason the Ivlivs means Julius. The axe represents Ceaser's victorius conquest over the barbarian tribes of of Gaul.
My guess is that the whole coin is sort of a tribute to Julius Ceaser, though why, I don't know.
