I think Andrew is the best overall actor, but since this is the Spider-Man fanclub, I'll vote for who I think is the best Peter/Spidey.

Tobey Maguire is terrible, as both Peter/Spider-Man and as every other "character" (I use quotation marks because he never plays anything else outside of himself/Peter) he plays.

As a Spider-Man fan since I was a little kid, I personally think that Holland plays his wonderfully. He's the only one who plays him as an actual teenager, imo. I really enjoyed Garfield's version as well though. Maguire was ok.
