Is there a reason why 팬팝 포럼 seem relegated to mini-games?

Or...I guess the 랜덤 club forums.
답변 seem 더 많이 like the place for discussion on Fanpop, however, 포럼 lets 당신 post multiple times (Answers lets 당신 do it under certain buggy steps). 투표 sometimes have discussion too.
Just kinda curious because one of the most used sites I use now is Gamefaqs, which is a game 포럼 site. I'm very used to talking about games there, answering 질문 and giving feedback and everything. Sometimes 팬팝 포럼 are used for actual discussion, but a lot of times its just mini-games.
Is something about 답변 and 투표 make it seem 더 많이 discussion friendly than club forums? Does it have something to do with the notifications?

Also I'm posting here because this is a 질문 and I'm bored, and I already know the answer to this question, probably, but I'm asking anyways just because.
