Do 당신 turn the air on while it's cold outside?

It might sound ridiculous,but I've got a roommate that does this bs,so I was wondering if it's 더 많이 common than I think it is. I personally don't understand it.

Yes, I do. Sometimes it gets hot when the windows are all closed and the heat's been on for a while, when there are lots of people kind of stuffed together. But, I do start with the heat on, but later I change it to AC. But for my room, I have a fan. It gets extra hot in there.
