I know what your talking about, people try and do this all the time on Call of Duty and it never works for some because they suck so bad at the game.xD I don't know why players tend to quickscope when they'll eventually be killed much faster when being shot at before they can aim down there sights.
But to answer your question, no I don't think it works that way in reality.
