I was thinking maybe there is a specific person/persons that get the 신고 complaints and carry it out afterward. Seeing as how when 당신 click the 신고 button there's a "comments" section. There would be no need for 코멘트 if someone wasn't 읽기 them right?

Here are my three possibilities I've compiled in the 검색 for the answer to your question:
1) Not enough people reported.
2) The person reviewing the reports reviewed the user being reported's history and website's contribution and decided that the user wasn't that bad.
3) The infamous 팬팝 glitch.
