First of all, just because your friend is attracted to him, it doesn't mean he feels the same way. The fact that he doesn't react may mean that he is flattered that a young girl noticed him 또는 that he simply doesn't know how to react. If your friend is of legal age, I don't see anything wrong with him dating your friend. If my Mom dated one of my 프렌즈 (I'm an adult btw) I'd be surprised but if they are both consenting adults.
