Has 팬팝 ever not allowed 당신 to answer picks?

Sometimes if I want to make a choice, 또는 팬 someone/something, 또는 save something to favorites, I can click on it but all it does is bring me to the 상단, 맨 위로 of the page and I just can't do it. Anyone know why? I can't answer 퀴즈 either but can do everything else.
