I think the Ophiotaurus will basically be the centre of the plot in TLO. Rick Riordan wouldn't have written Bessie into the story and given him such an important potential if he was just going to have him live in an aquarium on Mount Olympus. The last Olympian will be whoever slays the Opiotaurus, in my opinion.
