This is a 질문 that I have seen arise before. However, there can never truly be a clear-cut answer.
The problem lies in that of the 17 펭귄 species, none match 100 percent with our flippered friends. No matter how close one species might be, there's always something that doesn't fit, such as face color, bill color, foot color, and/or flipper color. The Emperor and King species must also be ruled out because they are much too large in both height and weight.
The conclusion in this, simply, is that the creators never decided a specific species and instead rolled with a general black and white scheme with 주황색, 오렌지 bills and feet. (Unlike real penguins, our 프렌즈 also lack webbed feet.)
In that regard, could the penguins be hybrids? I suppose this is possible, with the Gentoo and the Chinstrap combination the most likely if this was the case. But my simple belief -- which I've written of and which would fit nicely along with the show -- is that they are "Classified Penguins," a species so classified that even Skipper doesn't know what they truly are. Plus, never knowing adds a bit of mystery.

Another intellegent analysis. I beleve 당신 또는 someone else said Skipper said that they were a "Class C Penguin." Standing for Classified.
I haev thought through this for a while, and looked thorugh EVERY species of 펭귄 listed on wikipedia, and have come to the conclusion that they are colored most similar to King penguins, are small like fairy penugins, but have 주황색, 오렌지 beaks ( which I didn't see any other speices) SO...they are cartoon hybrids. :3
I believe that they're just generic penguins. Think about it; 당신 go to draw a penguin- just a penguin, nothing special. Just a cute little cartoony penguin. If you're like most people, you're going to just draw this little black and white bird with 주황색, 오렌지 feet and an 주황색, 오렌지 beak. Take Gunter from Adventure Time, for example. In conclusion, they're just penguins.
