Skipper is definitely a lower rank than Private. Private is used for a new recruit, an ameteur. But Skipper is used mainly for the leader of a group. Think of a ship, the captain is also called the Skipper, and a Private is just a normal crew member.

"Skipper" is not a rank per se. A skipper is simply one who holds the command of a ship. It is common to assume that the skipper of a ship holds the rank of captain, but regardless of rank, the skipper has absolute command over a ship.

In the U.S. Navy, there is no rank of "skipper." But here are some actual U.S. Navy ranks, ordered from lowest to highest: Midshipman, Ensign, Lieutenant, Lieutenant Commander, Commander, Captain, Commodore, Rear Admiral, Vice Admiral, and Admiral. (These ranks are all officer ranks, so there also exist lower ranks for non-officers.)

On the show, we are under the assumption that Skipper holds the rank of captain. In that regard, he would be of higher rank than a private.
