Tony and Ziva for sure. I personally saw Tony and Kate's as siblings.

Tony and Ziva all the way. Tony and Kate were too much like brother and sister. If 당신 think they would have made a good couple than 당신 have one screw loose in your head. I mean come on, in the show, did 당신 see them 연기 like they wanted each other that way? they teased each other, they picked on each other. Tony acted much like a brother would and Kate acted towards him like a sister would. I have a brother and sister, I would know how siblings would act towards each other. Even thinking of the two together is kind of sick.
