I don't understand why the mean Gale killed Prim?

I read it but I don't understand how when the peacekeepers were like attacking him as it is and he wouldn't do that to Katniss. He loves her

Of course, Gale didn't KNOW that Prim would be killed, but he did know that children, then medics would be killed. It was established, early in the final novel, that Gale was willing to sacrifice anybody (including himself) to beat the Panem/Capitol regime.
