Ok first off it's colonel not cornal ok so now we've got that out of the way. The Colonel Colonel Campbell 또는 Roy Campbell was the commander of Fox-Hound back when Solid Snake was there. He later resigned from that position I think but he did stop being the commander of Fox-Hound. Well let's just say he's a good friend of Snake and appeared in Metal Gear,Metal Gear 2: Solid Snake,Metal Gear Solid,and Metal Gear Solid4.I did not say Metal Gear Solid2 because he wasn't actually in that game, he was sort of an illusion made from GW inside Arsenal Gear.
