It sounds like he's using 당신 as a 초 choice, a rebound. If he says he likes 당신 but isn't breaking up with his girlfriend for you, then to him you're probably just a backup if his current relationship fails.

So definitely don't get between him and his girlfriend, like don't try to take him away from her 또는 anything because 당신 should never meddle with couples. Also, personally, I would tell him off 또는 something, and if he ever asks 당신 out 당신 better make sure he's serious about it. Don't be anybody's 초 choice.

Don't wait for him, don't settle for 초 best! If he really wanted to be with 당신 surely he'd have broken up with his girlfriend? Although it doesn't give the impression that they're very strong if he's saying "when they're over" but at the same time it sounds to me like he doesn't give the impression that he'd be a very good boyfriend. Which brings us to the conclusion that he wants multiple girls at once and that never ends good. I've been in situations like that. Best to stay away from him.
