Completely understandable why 당신 like him, he bugs 당신 but sometimes he's really sweet to 당신 definitely might mean that he likes you, plus that he's your brother's best friend will cause 당신 to like him too since 당신 kinda know him. He might be a jerk to 당신 sometimes because he likes you, i know everyone says this and it's kinda 초 grade, but it very well could be true. He acts this way because he likes 당신 and wants your attention so he does that to get your attention because he knows no other way without making him look like a wuss to people.
